Obviously, someone named Stu is getting something that has yet to be determined. But, I think the gift-giver is someone from the South who says "An'" instead of the proper "and."
Either that, or it's a really weird cop trying to say something like "Enforced you."
Maybe it means "Enforce Too," like perhaps the guy's brother or father is a cop and he is too.
